Biography
Rav Elazar HaLevi Ish Horowitz (c. 5564/1804–5628/1868), known in German and English sources as Lazar Horowitz and as Eleazar ben David Yehoshua Heschel Horowitz, led the Jewish community of Vienna for four decades. He was born in Floss in the Upper Palatinate in Bavaria and learned under Rav Moshe Sofer, the Chatam Sofer, in Pressburg. In 5588/1828 he moved to Vienna, where he was given oversight of the kehillah’s kosher meat, and the year after he drew up the bylaws of the central Stadttempel.
In 5612/1852 he was appointed the first chief rabbi of the Israelitische Kultusgemeinde of Vienna, keeping at the same time his standing as chief rabbi of the city — the last man to hold the two together. His teshuvot were gathered in Yad Elazar, and in his teshuva on metzitzah b’peh he followed the rulings of his rebbi the Chatam Sofer. He was niftar in Vöslau in 5628/1868.

Lazar Horowitz, or Eleazar HaLevi Ish Horowitz, Eleasar ben David Josua Hoeschel Horowitz, aka El'azar Hurwitz was an Orthodox Rabbi who led the Jewish community of Vienna during the Vormärz period and became the first Chief Rabbi of the Israelitische Kultusgemeinde Vienna in 1852, while retaining his title and position as Chief Rabbi of Vienna.
