Biography
Rabbi Yitzchak bar Abba was an amora of Bavel of the third generation, a colleague of Rabbi Zeira and of Abaye.
In the Gemara as we have it he is called “Rabbi,” which points to his being a native of Eretz Yisrael; he most likely came to Bavel in the period when other amoraim of Eretz Yisrael went down there.

Where traditions differ. Other Rishonim call him Rav Yitzchak bar Abba, which would make him a native of Bavel.
